Warning for motorists

North Brisbane detectives are investigating two robberies with violence, and one attempted robbery with violence that occurred earlier this week in Chermside and Toowong.
Investigations to-date suggest that about 9am on Tuesday October 28, a woman had just entered a car parked on Meemar Street Chermside, when a man who was in company with a woman, opened the passenger door and asked her for the time, sitting in the passenger’s seat.
The woman told the man to get out of the car and began to push him out.  At this time, the other woman opened the driver’s side and pulled her out of the car, before sitting in the driver’s seat and driving east down Meemar Street.
Later that afternoon, about 3.30pm, a man and woman approached an elderly woman who was driving a vehicle from a car park onto Jephson Street, Toowong.
The woman entered the passenger side of the vehicle and the man has opened the driver’s side and pulled the woman out of the driver’s seat, forcing her onto the ground outside the car.  He then sat in the driver’s seat and left the car park at speed onto Jephson Street, heading towards Moggill Road.
It is believed that the same two people attempted to gain entry to another vehicle parked on Vera Street, Toowong at around 3.10pm, the same day. A woman was looking in the back passenger’s seat, when she noticed a woman open the front passenger’s door, sit inside and instruct a man to enter the driver’s side.
She challenged the pair, pulling the woman out of the passenger seat.  The pair then fled the scene on-foot.
None of the victims sustained any serious physical injuries.
The man is described as being around 25-30 years and Caucasian in appearance, with a thin build around 178cm tall. His face is described as being gaunt with pointed features, saggy eyes and short fair hair.

She is described as described around 25-30 years and Caucasian in appearance, with an average build around 168am tall.  She has dark hair with plum-red highlights, dark eyes and distinct eyebrows.

New technology helps police target speeding drivers

New high-tech speed cameras with enhanced capabilities will be used to target speeding drivers across Queensland.
Thirteen digital mobile speed cameras systems will replace some of the existing analogue (film based) cameras currently in use.
The German-manufactured Vitronic Poliscan camera systems operate on scanning LIDAR technology with lasers sweeping the road and precisely measuring the speed of up to six lanes of traffic travelling in opposite directions.
A complete chain of evidence is captured by the cameras, including a high resolution image with details on speed, location, time and vehicle details.
The cameras can be deployed by an operator in a mobile speed camera vehicle or installed in purpose built roadside housing.
Road Policing Command Acting Assistant Commissioner Mike Keating said the upgraded technology followed an extensive evaluation process.
“These cameras have proven to be an effective tool in detecting speeding drivers in Western Australia and other jurisdictions around the world,” Acting Assistant Commissioner Keating said.
“They allow officers to deploy cameras at a broad range of speeding hot spots and measure vehicles simultaneously across multiple lanes and in different directions.”
Acting Assistant Commissioner Keating said the devices are part of Queensland’s Speed Management Strategy which aims to make Queensland roads safer through improved compliance to posted speed limits.
“We know by reducing vehicle speeds, the frequency and severity of crashes also reduces,” he said.
“With speeding a contributing factor to around 20 per cent of fatal traffic crashes in Queensland, officers will continue to actively target speeding drivers to reduce trauma on our roads.
The Vitronic Poliscan speed cameras will support existing mobile cameras including the LTI TruCAM digital laser and the Gatso Radar systems.
As at August 19, 2014, 135 people have died in traffic crashes in Queensland this year, which is 46 less than at the same time last year.

Scam Alert – Cerebral Palsy Donations

Police are advising residents in the Ferny Grove area to be aware of two young clean cut men with checked shirts and lanyards around their necks have been door-knocking for donations to cerebral palsy.
Whilst this information has been provided specifically in relation to the Ferny Grove area, it is worth noting by local residents in case they also try it in our own area.
Police advise that one of the males does all the talking and the other doesn’t do or say much at all.  They have been known to ask for a glass of water as well.
The Cerebral Palsy League has confirmed that it does not conduct any door to door fundraising and that in most instances, the safest way of donating to a charity is via their web page.
Please contact Policelink if you come across these two characters.
You can contact Policelink on 131 444 or Policelink.qld.gov.au 24hrs a day.

Phone scams warning

The Queensland Police Service Fraud and Cyber Crime Group is warning the public about phone scams as part of National Consumer Fraud Week.

The group has been receiving regular complaints from members of the public after receiving phone calls by people attempting them to defraud them.

One very common complaint is a person representing themselves as being from a respected company such as Telstra or Microsoft. The caller tells their intended victim that there is a problem with their computer that requires the caller to remotely log into the victims’ computer to fix the alleged problem.

The caller informs the victim that there is indeed a problem with their computer and because they are outside the warranty they will be able to service the issue for a fee.  This fee may vary from $100 to $600 and payment is requested via credit card.

Once the caller is given access to the computer by the victim, they may install malicious software on the computer that gives access to the computer at any time, and allows them to capture sensitive usernames and passwords that can be used to access the victims’ accounts such as banking, finance, web based email or their place of work.  These callers will generally have a foreign accent – typically Indian.

Queenslanders have also been receiving calls from persons offering investment opportunities in arbitrage systems, stocks or betting programs offering high yield returns.

“People are often sent professionally produced glossy brochures, are elevated through the investment program to more senior account managers, and may even be granted their own online account which allows the investor to log in and view their investment portfolio generating income and performing well – allegedly.  This online viewing instills confidence in the investor who may then introduce friends and relatives to the opportunity and it is not uncommon for investors to borrow against their mortgage to increase their investment.

“When receiving unsolicited calls strongly considering terminating the call.  If you do engage in conversation take their name and number, do some online research and call them back.  Do not take comfort simply by the fact the number commences with 02 or 03 it may still very much be a fraudster on the other end of the phone call,” Detective Superintendent Hay of the Fraud and Cyber Crime Group warns.

The Office of Fair Trading is involved in this year’s National Consumer Fraud Week and advises consumers to know who they’re dealing with.

Fair Trading Executive Director Brian Bauer states, “Never provide personal, credit card or online details over the phone unless you made the call. Scammers often pose as well-known and reputable businesses to try to convince you that they’re the real deal.”

Any investment entity should be checked with ASIC to ensure they hold the appropriate license, again check the internet for adverse comments and ALWAYS seek independent legal and financial advice prior to making any investment decision.

More information about National Consumer Fraud Week can be found at www.fairtrading.qld.gov.au

Contact the Fraud and Cyber Crime Group if you wish to discuss your circumstances on 3364 6622.

Public viewing of recovered stolen jewellery

North Brisbane District Police have seized a large quantity of jewellery suspected of being stolen during burglary offences.

During a recent operation, two thousand items were seized which had been traded to an Inala jewellery store.

It is believed the jewellery was stolen in the Brisbane area as far back as 2010 and as recently as 2014 and has a total value of approximately $2M.

There is still a large amount of unidentified jewellery which has now been posted online in the hope it can be recognised and returned to its rightful owner.

Images of the jewellery can be located on the Queensland Police Flickr page:

https://www.flickr.com/photos/queenslandpolice/sets/72157644855132831/

Anyone who may recognise the jewellery is urged to contact police by emailing:

OP.MIKE-KENTON@police.qld.gov.au

They should include specific details about the particular item, information about when the theft occurred and any report numbers given by police at the time of registering the theft.

Police investigating impersonation of police

Police are investigating after an 18-year-old female driver was ‘pulled over’ by a vehicle she believed was an unmarked police car at Eatons Hill this morning (30 May 2014).

Around 12.40am the woman stopped her vehicle on South Pine Road, in the vicinity of the Eatons Hill Tavern, after the vehicle travelling behind her activated red and blue flashing lights.
The male driver of the vehicle approached the woman’s car and claimed he was a police officer. After a brief conversation the woman became suspicious and drove off.
The man returned to his car and followed the woman’s vehicle until she drove into the Carseldine Police Station. He then continued south along Gympie Road.
The man is described as Pacific Islander in appearance, aged in his late 30’s with an olive complexion, short black hair, and was wearing long tanned coloured pants, long sleeve  orange high visibility shirt and work boots.
His car is described as sky blue Ford Falcon utility with a green P plate attached.
Police are appealing for anyone who may have seen the vehicles ‘pulled over’ on South Pine Road this morning to contact them.
The woman was not physically injured and police investigations are continuing.
Any motorist who believes the unmarked vehicle attempting to intercept them is not a police vehicle is urged to contact local police or if they fear for their safety to call Triple Zero (000), to verify the identity of the vehicle or the person.
Should a motorist find themselves in this situation they can:
Stop at a place they feel safe, such as a well lit area or an area with other people;
·         Keep their doors locked and windows closed;
·         Request to see the person’s police identification; and
·         Advise the person they are calling police to verify their identity.
All on duty police officers, whether in plain clothes or uniform, are required to carry official QPS identification, comprising a metal QPS badge and an identification card, complete with the officer’s name, registered number and photograph. A member of the public may ask to view an officer’s QPS identification to verify the officer’s credentials and can contact local police to verify an officer’s details.
The penalty for impersonating a public official carries a maximum term of three years imprisonment.

UPDATE: 30 May 14 - 5 pm - Police have now charged a 48 year old Eatons Hil man with impersonating police.
He has been charged with one count each of assuming the description of a police officer, stalking, possessing dangerous drugs and possessing utensils.

Have your say on motorcycle road rules

A new discussion paper is giving people an opportunity to have their say about motorcycle road rules.

The Motorcycle discussion paper will look at such things as “lane filtering”, the way motorcyclists ride and helmet rules among other things.

Lane filtering is when riders move at low speeds between vehicles that are stopped or moving slowly and is already practiced by some motorcycle riders.

While it is not banned in Queensland, the rules around lane filtering are not clear.

Changing the rules would also allow a rider to remove their feet to reverse park or take their hands off the handle to adjust their visor and not be in breach of the law as they are at present.

Road users can have their say on these changes by filling out the online survey at www.getinvolved.qld.gov.au.

Feedback closes 3 July 2014.

Court appearance - fake emails

The Magistrates Court Service has been advised that numerous courthouses around the state have been contacted by members of the public who have received an emailed “Notice of Appearance” that requests their appearance at a nominated date and time at the courthouse, and further requests they bring with them the documents attached to the email.

The emails have been sent from random email addresses unconnected to the Queensland Courts or Department of Justice and Attorney-General, and appear to be spam, however it is unknown whether the email and its attachments are malicious.

They have advised that if you appear to have received such spam, do not open the attached documents. Instead, contact the nominated courthouse to ascertain if there are any upcoming court appearances in your name.

If you have already opened the attachments you should run a security scan of your computer and may wish to modify your email filers and notify your ISP/ email service provider.

Scam warning – RSPCA phone scam

One of our nearby NHW groups has reported that one of their residents recently received a phone call from what they say sounded like a "drunk" man claiming to be a representative of the RSPCA.
The caller asked the resident if they owned a dog and then asked if they owned another pet. The resident told the caller to get lost.

Later the resident's wife phoned the RSPCA as a follow up. The local RSPCA apparently checked both their National telemarketing databases and their Overseas databases and there was no similar telemarketing campaign operating. The RSPCA also advised that the resident’s phone number was not listed for telemarketing as the resident presently donates directly on-line.

The wife was informed by the RSPCA Brisbane Branch of a "scam" operating in the Sunshine Coast area, whereby dwellings with dogs are targeted by gangs who "dog-nap".  Apparently they phone the residents claiming to be from the RSPCA to find out if they are dog owners. This particular gang also paints a hot pink spot on the dog-owners residence so members of the gang are aware of which residents to target.
Whether or not this is true, it is certainly a timely reminder never to give out information over the phone to someone you do not know, even if it is something that seems innocuous.
There have been similar stories to this in some of the local newspapers. Pet owners – please be aware that these people could possibly want to "kid-nap" your pet and then ask for a reward.  This type of crime has happened on the Gold Coast and on the Southside according to the resident.

Police Unite against Alcohol Fuelled Violence

Queensland revellers will experience the benefits of safer party precincts this weekend, following the launch of a joint policing effort to crack down on alcohol-fuelled violence and antisocial behaviour.
Police Minister Jack Dempsey and Commissioner of Police Ian Stewart said Operation Unite would involve police from every state and territory – along with officers from New Zealand – reflecting a new direction in the way the community is approaching the scourge of alcohol-fuelled violence.
“The Government is committed to ensuring Queensland is the safest place to live and enjoy a night out, in line with our Safe Night Out strategy,” Mr Dempsey said.
“Operation Unite will focus on alcohol misuse, violence and anti-social behaviour right across Queensland.
“The operation will involve plain clothes, general duties, and mounted police as well as dog squad officers from across Queensland, which is not only a great state, but also a safe state.
“The combined police services from across Australia will be working together to make every Australian’s night out that little bit safer.”
Commissioner Ian Stewart said the operation is a joint initiative of Police Commissioners across Australia and New Zealand.
“We are taking a united front to address alcohol related violence because we have ‘had enough’ of dealing with alcohol related violence in public places. It has got to change,” Commissioner Ian Stewart said.
“We should be aware of our behaviour and that of our mates and not allow excessive drinking to be used as an excuse for engaging in violence.
“The Queensland Police Service will be working proactively with our national partner agencies throughout the coming four nights as part of Operation Unite.”

Valentine’s Day Fraud Warning

Police are warning members of the public to be extra cautious this Valentine’s Day with fears romance fraud scammers are on the lookout for vulnerable members of the community.
“Romance related fraud continues to be a significant issue with Queenslanders sending over $17 million in cash to countries such as Ghana and Nigeria in 2013. With the vast majority of that money being fraud related, it is even more frightening to think 90% of that money is romance fraud related.

“The consequences of this fraud can be absolutely devastating, both personally and financially. In some instances victims struggle to recover emotionally and may never at all recover financially,” Detective Superintendent Brian Hay of the Fraud and Cyber Crime Group said.

“We know for a fact fraudsters are out their right now and Valentine’s Day presents a perfect opportunity for members of the public, looking to meet someone online, to be targeted by fraudsters looking to hook them and extract money from them,” he said.

How do they do it?

- By creating fake profiles on legitimate internet dating services.
- Approaching you after developing a profile which appeals to you based on your likes and dislikes.
- Interrogating you to establish your financial position and support network.
- Seeking to isolate you from your support network and quickly inundating you with a great deal of attention making you feel very special.
- Often claiming to be retired servicemen or professionals working overseas in UK, USA or even elsewhere in Australia and using attractive photographs in their profile.
- Often claim to have a child to care for or claiming to be widowed.
- They aim to exploit loneliness and the fear of ageing alone.

“They may take many months, to build what seems like the romance of a lifetime and may even pretend to book flights to visit you, but never actually come. Once they have gained your trust they will ask you (either subtly or directly) for money, gifts or your banking/credit card details. They will pretend to need these for a variety of reasons,” Detective Superintendent Hay said.

Reasons include:

• Financial hardship;
• To move money, gold or precious metals to Australia;
• To purchase an airline ticket to visit you;
• Visa application processing fee;
• Medical bills for relatives;
• Urgent medical bills for themselves after a severe accident (you may be contacted by the alleged doctor)

They may also seek to introduce you to a relative or trusted entity who presents you with a unique business investment opportunity which will yield great returns.

They may seek to make online purchases in Australia and have the goods delivered to your premises for on-forwarding to them – these purchases have been made with compromised credit cards and can result in you becoming an international property mule.

How to protect yourself:

• ALWAYS consider the possibility that the approach may be a scam
• Check their IP address when possible
• Use Google or a similar tool to search the image they have used to check if it has been taken from another site
• Look for an internet profile
• Ask them to send you a photograph of them holding the local daily paper
• Always confide and discuss your situation with a friend
• Never meet without a friend beside you
• Never send money overseas
• Always seek independent legal and financial advice before investing
• Never disclose bank details to a person you haven’t met
• Never reveal too much personal information
• Never allow your address to be a delivery point for purchases
• Never agree to transfer money
• Don’t trust Skype messages (which can be pre-recorded)
• Don’t fall for the fantasy dream

Contact the Fraud and Cyber Crime Group if you wish to discuss your circumstances on 3364 6622.
If you or a family member have been a victim and need some support, feel free to attend the next meeting of the Victims of Fraud Support Group Meeting which will be held in the Ground Floor Police Headquarters, 200 Roma Street at 300pm on Saturday March 8, 2014 – all welcome.

‘Solar rebate’ phone scam warning

Queenslanders are being warned about a new phone scam that’s surfaced in Brisbane.

Minister for Energy and Water Supply Mark McArdle said residents in the Aspley area had received calls from scammers claiming to be from the Queensland Government’s ‘renewable energy team’.
The scammers lure people with the offer of a $2,000 solar rebate and request the homeowner’s bank details.
“This is a scam. The Queensland Government makes no direct payments to residents under the solar rebate scheme,” Mr McArdle said.
“The best way to beat the scammers is for people to not be drawn into a conversation and immediately hang up if they receive a phone call like this.
“They should also report the call to the Office of Fair Trading on its hotline number – 13 74 68.
“The old adage that if something looks too good to be true, it probably is, certainly applies in this case.
“Payments would only be made to a consumer by an electricity retailer – not the Government – if electricity is generated above and beyond a household’s electricity use.
“Never give your bank details to anyone you don´t know and trust.”
